Situation Overview: UPDATED
MoPH data (https://moph-dw.gov.af/dhis-web-commons/security/login.action#/=
) shows that 37=2C596 people across all 34 provinces in Afghanistan are no=
w confirmed to have COVID-19. Some 27=2C166 people have recovered=2C and 1=
=2C375 people have died (68 of whom are healthcare workers). 98=2C718 peop=
le out of a population of 37.6 million have been tested. Almost 10 per cen=
t of the total confirmed COVID-19 cases are among healthcare staff. The ma=
jority of the deaths were people between the ages of 40 and 69. Men in thi=
s age group represent 50 per cent of all COVID-19-related deaths. Moreover=
=2C men account for 71 per cent of the total COVID-19 confirmed cases alth=
ough this may be the result of over-representation of men in testing. Due=
 to limited public health resources and testing capacity=2C as well as the=
 absence of a national death register=2C confirmed cases of and deaths fro=
m COVID-19 are likely under-reported overall in Afghanistan. Kabul remains=
 the most affected part of the country in terms of confirmed
cases=2C followed by Hirat=2C Balkh=2C Kandahar and Nangarhar provinces.

Complacency and failure to follow public health advice is creating grave r=
isks in the community with people generally not observing physical distanc=
ing protocols. Recent modelling on COVID-19 projections=2C developed by th=
e Centre for Humanitarian Data in collaboration with Johns Hopkins Applied=
 Physics Laboratory and released on 12 August=2C suggests cases and deaths=
 will continue to rise over the next four weeks. Modelling further suggest=
s a significant increase in severe cases (potentially up to 4x the number)=
 should current preventative measures be lifted=2C creating grave implicat=
ions for Afghanistan=E2=80=99s economy and people=E2=80=99s well-being.

Hospitals and clinics continue to report challenges maintaining or expandi=
ng their facilities=E2=80=99 capacity to treat patients with COVID-19 as w=
ell as maintaining essential health services. WHO notes that it is importa=
nt to ensure healthcare workers have the proper personal protection to car=
ry out services. In addition=2C effective and accurate risk communication=
 messages are needed to re-assure people that it is safe to seek treatment=
 at hospitals and health centres and that health centres are carrying out=
 proper infection prevention and control measures. Current laboratory capa=
city in Afghanistan remains limited. Humanitarian partners urge the Govern=
ment of Afghanistan to ensure laboratories are appropriately equipped and=
 that procured supplies go to under-resourced health centres in a transpar=
ent manner=2C so that life-saving support can be delivered to those most i=
n need.

WHO notes that when health systems are overwhelmed=2C as is being seen in=
 Afghanistan=2C both direct mortality from the outbreak and indirect morta=
lity from vaccine-preventable and treatable conditions increase dramatical=
ly. WHO stresses the need to balance the demands of responding directly to=
 COVID-19=2C with simultaneously engaging in strategic planning and coordi=
nated action to maintain essential health service delivery=2C mitigating a=
gainst the risk of system collapse.

Cross Border: UPDATED
The Milak (Nimroz) and Islam Qala-Dogharoon (Hirat) crossings with Iran ar=
e officially open to commercial traffic and movement of documented Afghani=
stan nationals.

On 15 August=2C 9=2C227 people returned from Pakistan through the Spin Bol=
dak border crossing. Ghulam Khan border crossing remains closed for pedest=
rian movement. An additional 4=2C503 people returned from Pakistan through=
 Maktab Posta (3=2C863 people) and Nazar Posta (640 people)=2C both inform=
al crossings around Spin Boldak. Pakistan continues to facilitate the move=
ment of cargo trucks and containers into Afghanistan. Since 12 July=2C fou=
r border crossing points (Ghulam Khan=2C Torkham=2C Angor Adda and Kharlac=
hi) have been open for trucks six days a week (every day except Saturday).=
 On 12 August=2C Spin Boldak border crossing was also opened to facilitate=
 trade between the two countries.

Borders with Tajikistan=2C Uzbekistan and Turkmenistan remain open only fo=
r commercial traffic and crossings of passport holders back into Afghanist=
an. Humanitarians emphasise the critical importance of maintaining a relia=
ble flow of traffic for humanitarian cargo from all neighbouring countries=
 and are advocating for special consideration to expedite movement of huma=
nitarian food and relief items through border crossings.

Operational Issues: UPDATED
A nationwide lockdown remains officially in place. According to reports=2C=
 (https://reliefweb.int/sites/reliefweb.int/files/resources/hag_quarterly_=
access_report_q2_2020.pdf) public health advice is not being followed and=
 enforcement has been lenient. Measures to contain the spread of the virus=
 continue to vary across provinces where local authorities are responsible=
 for implementation. Provincial lockdown measures continue to periodically=
 impede humanitarian movement. For more information on access constraints=

_2020.pdf) . Humanitarian partners remain active in responding to crises t=
hroughout the country=2C including flooding and conflict-related displacem=
ent=2C and continue to urge all parties to the conflict to facilitate unim=
peded access to civilians so humanitarian assistance is not delayed.

Commercial domestic flights have resumed after a three-month hiatus due to=
 the COVID-19 pandemic. The United Nations Humanitarian Air Service (UNHAS=
) has reduced domestic flight days from five to four days a week. UNHAS wi=
ll continue to support any required evacuation and relocation flights duri=
ng all days of the week.

International commercial air travel has resumed with Air Arabia=2C Ariana=
 Airlines=2C Kam Air=2C and Emirates Airlines providing round-trip interna=
tional flight services to/from Kabul. Emirates Airlines announced (https:/=
/www.emirates.com/english/help/flying-to-and-from-dubai/tourists-travellin=
g-to-dubai/) that effective from 1 August=2C all passengers travelling to=
 Dubai=2C including those in transit=2C must have a negative COVID-19 test=
 certificate issued by an Emirates-approved laboratory (https://c.ekstatic=
=2Enet/ecl/documents/health-screening-documents/approved-laboratories.pdf) t=
o be accepted on the flight. The test must be taken a maximum of 96 hours=
 before departure. Passengers are encouraged to check with airlines on fli=
ght restrictions for international flights=2C as well as travel and immigr=
ation entry requirements of their destination country.

The UNHAS airbridge connecting Kabul and Doha continues to operate on Sund=
ays=2C Tuesdays and Thursdays. Flights into Doha accommodate transiting pa=
ssengers only. UNHAS has been closely monitoring demand on the Doha Airbri=
dge and noted a significant reduction in passenger loads with the resumpti=
on of commercial flights. However=2C since there is still inadequate clari=
ty on continuity and predictability of services from commercial airlines=
=2C UNHAS is fully committed to support the Doha Airbridge until 30 Septem=
ber 2020 as per the initial plan. The next UNHAS flight is planned for Tue=
sday=2C 18 August.
