Respected to the nature of COVID-19 project, it is an emergency and short
time (6 month) project with a tough and critical issue; and most focusing
issue of media and civil societies. The contract of COVID-19 project are
issued from 3-May-2020, still one month of the project are passed so it is
our responsibility to share our concern to you as bellow;

In contract it is mentioned that; " Equipment, Consumables Lab reagents,
X-Ray films', Medicine Oxygen, PPE for Health Care Staff and ... will be
provided by MoPH through UNICEF and some other donor agencies"

Refer to the above statements in contract we as implementer didn't budgeted
any cost for all of those items and our project is in Kunduz province facing
problem with some of items as in bellow:

1-      Medical equipment those are required for rapid response teams (RRT).
We established RRTs and sent them to allocate area and they are waiting for
supplies and equipment's, if we don't have active RRT the surveillance and
referral will not be in place, so case finding, risk communication, and
community awareness are not properly in place which is the main objective of
this project,

2-      Medical equipment like, ventilators, cardiac monitoring machine, and
all ICU equipment for isolation site (COVID-19 hospital), we received the
hospital from PPHD with only patients bed, huge number of staffs and some
furniture. We could not provide quality health care service to the patients
without proper medical equipment and supplies, with current situation
(without the required supplies and equipment) the hospital mortality will
increase,

3-      PPE kits for health care workers to ensure safety of our health
worker and supporting team, at the hospital isolation site and rapid
response teams (RRT). We prepared some PPE items from other project to this
project, only for isolation site of COVID-19 hospital,

4-      Unavailability of Lab and diagnostic kits for Kunduz COVID-19
currently we are sending COVID-19 suspect samples to Kabul and
transportation cost is not budgeted under COVID-19 project.

5-      Oxygen which is a very critical and mandatory supply for patients,
those are admitted in isolation site (currently we are purchasing Oxygen for
hospital from our BPHS supplier, which is under the obligation of MoPH and
not budgeted under our contract).

The issues addressed to your kind authority and looking forward to
facilitate all the required supplies witch comes under MoPH obligations in
our contract.
