Greetings from JACK Organization,

Just for Afghan Capacity and Knowledge (JACK) is an independent, =
Non-Governmental, Non-Profit, Non-Political and Non-Sectarian =
Organization working in Afghanistan in the areas of Capacity Building =
Education and Health. We has been working in the country since 2001, its =
record speaks volumes for itself.  We implement the largest by Sector =
Education program in the Country and have a multi sectorial program that =
looks at all the areas of need of the vulnerable community. =20

JACK has received many awards and appreciation at the national and =
provincial levels by Ministries and Directorates for the quality service =
provision.

JACK is implementing BPHS project under Sehatmandi in Kunduz province =
since January 2019, despite of many existed challenges in Kunduz =
province, the health service delivery status que in this province has =
entirely changed comparing to year 2017 and 2018 according to the =
national survey statistics and HMIS analysis.

As In the beginning of the May, 2020 Ministry of Public health has =
decided to contract the Covid-19 project with current BPHS implementers =
in provinces, therefore on 3rd of May 2020 JACK signed the contract of =
Covid-19 Project with MoPH to provide the isolation 50 beds hospital and =
RRT service as per the purposed budget for Kunduz province.=20

After the signing of the contract with MoPH, JACK has started the hand =
and take over procedures as per the advice of GCMU and contract =
obligations, the coordination meetings held with related stockholders =
including Kunduz PPHD, PHC, Governor, Provincial Council, PHCC Meeting =
Members regarding the objective and scope of the project and JACK has =
shared the proposal & contract of this project with PPHD and governor as =
well to ensure smooth implementation of the project.

However this hospital was being run by Kunduz Public health directorate =
where they had already recruited more than our budgeted staff for this =
hospital, but we have a total of 107 staff budget in the proposal which =
should be recruited gradually according the need and bed occupation in =
the hospital, we had clear intent to implement the project according the =
contract obligations, in conclusion we attempted to select our needed =
staff from the PPHD recruited as per JACK HR Policy where the staff =
commitment, education and working background matters and in recruitment =
process the representatives of PPHD, JACK main office and provincial =
JACK office team were involved, all accountabilities and transparency =
measurement have been considered.

This issue provoked many of those who lost their jobs to raise their =
voices and to complain in the media including the recent news in 8 Sub =
Press where they didn=E2=80=99t have technical knowledge about this =
project contractual issues therefore, they made false claim to undermine =
JACK reputation and image. =20

JACK once again would like to assure all partners, stockholders and =
donors that we are fully committed to deliver the high quality service =
to needed population in the country in any sort of situation.
