> Although still pending confirmation, the explosion was likely the result =
of an IED detonation that wounded three GOA officials and two other civilia=
ns. The PG, whose tenure ends today, was delivering a farewell speech in fr=
ont of the local officials when the explosion occurred.&nbsp;<br /><br />Ap=
proximately at 1430 hrs, Minister of the Interior with a group of other hig=
h-ranking MOI and NDS officials arrived in Kunduz City and proceeded to the=
 PG's office.<br /><br />It is, therefore, unknown at the time of writing, =
who was the intended target of the IED attack--the PG and the local guests =
of the farewell ceremony, or the high-ranking officials arriving from Kabul=
.<br /><br />ANSF cordon remains in place in the area.<br /><br />The previ=
ous advisory to avoid the area remains in place.<br /><br /></div>
