Dear Dr. Sahib Takal and leadership team,

Fallow to the previous mail and report on process of introduction of
COVID-19 project, and the issue of staff recruited by PPHD in Spinzar
hospital (COVID-19 hospital running by PPHD). PPHD was emphasizing to
recruit all previse selected people (those are working for one month by =
PPHD
in Spinzar hospital) in this project. Finally after multiple negotiation =
and
communication with PPHD, Governor of Kunduz yesterday, we came up to =
start
our selection and recruitment along with PPHD representatives, trough a
short interview process, from current 168 people in Sprinzar hospital
(COVID-19 hospital running by PPHD).=20

bellow was agenda which was agreed with PPHD in takeover process:

1.       We will be conducting interview for all current hospital staff.

2.       After interview process this selection committee will decide =
and
recruit 49 staffs (67% due to low occupancy of 35 active bad) in =
hospital
and 33 staff in RRT and as soon as possible may be next day contract =
would
be issued them. That which also meet the contractual compliance of =
hospital
staff recruitment those have to be in board gradually based in line with
occupancy of hospital.

3.       After screening of all this recruitment other staffs of =
hospital
would be selected in 2nd round selection and while we need more staff in =
any
site and area of overall JACK projects.

Due to the above agreed agenda, today we and PPHD recruitment member, =
which
is leading by PHC officer (=E3=DA=C7=E6=E4 =D5=CD=CA =DA=C7=E3=E5 ) who =
is head of COVID-19
committee in province, gather in office of Spinzar hospital manager, and
talking on operational process and way of action how start recruitment,
while tree Members of Provincial Counsel entered in office (Mr. Hiden =
and
Mr. Amruddin Wali those are representative of health in provincial =
counsel
and Mr. Safiullah Omid).

First PHC as team leader introduced and brief COVID-19 project to them =
and
some briefs also given by JACK office representatives (COVID-19 project
coordinator and technical manager COVID-19).

After welcome, and their speech they have been ordered to stop the =
selection
process and/or JACK office with PPHD have to accept their bellow tow
requests as the ultimatums.

1-      JACK office have to recruit all current 168 staffs of Spinzar
hospital (COVID-19 hospital running by PPHD), without any test, =
interview or
screening. Because they have been already tested and interview under a
process of PPHD. And JACK will be curry out this project with these =
people.

2-      If not accepting the first option, all the current staffs those =
are
providing service during the last two months have to resigned and send =
them
home after payment of minimum 3 months contracted salary by PPHD or JACK
provincial office.

Finally after hours negotiation and communication though introduction of
contract situation and condition the meeting was finished and then these
provincial counsel members, have given a press conference to media in
Spinzar hospital yard, with our representatives of JACK provincial =
office.
