ital itself, with this investigation expected to continue for at least one =

<div style=3D"text-align: justify;">Updated casualty reports indicate that =
at least 24 civilians were killed, including two NGO staff members along wi=
th women and infants. In addition, one ANP member and another 19 more peopl=
e were wounded in the attack.<span class=3D"Apple-converted-space">&nbsp;<b=
r /><br /></span></div>
<div style=3D"text-align: justify;">The IEA posted a statement on social me=
dia in the hours after the attack denying any involvement in the incident, =
and no other group has claimed responsibility for yesterday&rsquo;s high pr=
ofile attack.<span class=3D"Apple-converted-space">&nbsp;<br /><br /></span=
></div>
<div style=3D"text-align: justify;">In terms of the attack itself, it has s=
ince been confirmed that there were only three armed attackers involved in =
the incident and that all three attackers were wearing ANA uniforms as they=
 approached the south entrance to the hospital on Shaheed Mazari Road. It s=
till remains unclear whether the attackers opened fire on the guards at the=
 entrance checkpoint, used a breaching charge on the gate to enter the comp=
ound, or whether they were able to bypass security by claiming to be ANA pe=
rsonnel. Soon after gaining access to the hospital compound, the armed atta=
ckers fired on civilians with automatic weapons. The multiple reports of ex=
plosions shortly after the incident began also indicates that the attackers=
 were armed with hand grenades. <br /><br />Having been well trained in cri=
sis response procedures, hospital staff quickly initiated lockdown procedur=
es and instructed staff and patients to take shelter in the nearest saferoo=
ms.<span class=3D"Apple-converted-space">&nbsp;<br /><br /></span></div>
<div style=3D"text-align: justify;">Within 25 minutes after the start of th=
e attack, the first ANSF members arrived to the area and engaged the armed =
attackers, with Crisis Response Unit (CRU) 222 members arriving soon afterw=
ards. Preliminary reports indicate that ANSF members were able to target th=
e armed attackers with heavy fire, possibly preventing them from establishi=
ng defensive fire positions. Approximately after two hours after ANSF arriv=
ed to the area, ANSF members, supported by the IMF emergency responders, ma=
naged to evacuate most of the personnel through the side entrance gate. The=
 firefight continued for approximately another hour, with the last attacker=
 having been killed at approximately 1400 hrs.<span class=3D"Apple-converte=
d-space">&nbsp;<br /><br /></span></div>
<div style=3D"text-align: justify;">Although no group claimed responsibilit=
y for the attack, yesterday's high-profile attack resembles a recent IS-KP-=
claimed attack on 25 March in which a single armed gunman wearing an ANBP u=
niform entered a Dharamsala (Sikh place of worship) in the Shor Bazaar area=
, PD 1, and opened fire on the crowd of worshipers. ANSF members had been p=
ursuing the attacker even before the attack began, allegedly based on prior=
 reporting.<span class=3D"Apple-converted-space">&nbsp; </span>Despite the =
alleged prior warning and the fact that there was only a single attacker in=
volved in the incident, the firefight continued for over five hours until t=
he AOG member was killed, and the civilian hostages were released. While ap=
proximately 100 people were eventually rescued, 26 civilians were killed, a=
nd another nine people were wounded as a result of the attack.<br /><br /><=
/div>
<div style=3D"text-align: justify;">As there have only been two security in=
cidents so far this year involving AOG members using ANSF uniforms in Kabul=
, it is too early to suggest that this represents a new pattern of asymmetr=
ic attacks in the city. That said, the possibility that AOGs might attempt =
to disguise themselves wearing ANSF uniforms again in future high profile a=
ttacks cannot be ruled out.<br /><br /></div>
<div style=3D"text-align: justify;">If IS-KP involvement is confirmed, this=
 will be the seventh IS-KP attack claimed in Kabul city since January 2020.=
 That said, there is still uncertainty regarding the intended target of the=
 title incident, as the authorship remains unknown. Targeting of NGOs opera=
ting in the hospital during this incident, especially their foreign nationa=
l NGO staff present in the hospital, cannot be ruled out. IS-KP attacks in =
Kabul have almost always targeted relatively unprotected civilian targets, =
with most of these attacks targeting marginalized communities, such as ethn=
ic and religious minorities. This profile that applies to both the 25 March=
 attack targeting members of the Sikh community, an attack that was claimed=
 by IS-KP, and yesterday's unclaimed attack on the hospital compound, which=
 was locateted in the Dashti-Barchi area, a predominantly the Hazara-ethnic=
ity neighbourhood.<span class=3D"Apple-converted-space">&nbsp;<br /><br /><=
/span></div>
<div style=3D"text-align: justify;">It is further worth emphasizing that hi=
gh profile attacks have occurred far less frequently in Kabul in 2020 than =
in recent years, with this incident only having been the third AOG-authored=
 high profile attack as of 13 May, compared to 13 attacks in the same perio=
d in 2018 and five in 2019. While this is a result of a number of factors, =
including a concerted effort on the part of ANSF to enlarge the Kabul secur=
ity garrison and improve coordination amongst security bodies and also a re=
duction in violence resulting from US-IEA diplomatic engagement, even small=
 numbers of AOG members can initiate attacks against relatively vulnerable =
civilian targets, particularly if those attacks do not involve the use of h=
igh-yield S/VBIEDs, BBIEDs, or sophisticated breaching charges. <span class=
=3D"Apple-converted-space">&nbsp;</span></div>								</div>

<div style=3D"text-align: justify;">It is important to note that NGO staff =
and hospital personnel benefited from regularly scheduled security drills a=
nd that they were able to quickly instruct patients and staff to proceed to=
 designated saferooms. NGOs are reminded of the need to conduct regularly s=
cheduled saferoom drills and to ensure that all staff know are informed and=
 trained in designated crisis response protocols. With respect to facilitie=
s which have a high volume of visitors, it is also advised to have addition=
al trainings for designated staff to ensure that these staff members can pr=
ovide instructions to non-staff members in the event of a crisis. <span cla=
ss=3D"Apple-converted-space">&nbsp;<br /><br /></span></div>
<div style=3D"text-align: justify;">NGOs are further advised to review thei=
r existing physical security infrastructure and security protocols. Securit=
y focal points should evaluate the need for vehicle and pedestrian security=
 airlocks, as these double-door armoured entranceways can serve to impede a=
ttackers&rsquo; ability to force entry to a compound. As yesterday&rsquo;s =
attack did not involve an initiating S/VBIED or BBIED, an airlock could hav=
e significantly delayed or prevented armed attackers from gaining entrance =
to the compound.<br /><br /></div>
<div style=3D"text-align: justify;">Moreover, preliminary reports suggest t=
hat the attackers were aware of security procedures in the hospital, as wel=
l as of the general layout of the building, indicating that there had been =
hostile surveillance and possible prior visits to the hospital. In this res=
pect, NGOs are advised to revisit counter-surveillance protocols with all s=
taff and to emphasize the need to log and report any suspicious activity in=
 the perimeter of an NGO compound.<br /><br />INSO Central will continue to=

amount to four killed and at least 18 wounded, including children. At least=
 one NGO staff member was also reportedly killed in this attack.</div>
<div style=3D"text-align: justify;">The attack was conducted by at least th=
ree AOG members armed with assault rifles and possibly explosives. Since th=
ere was no initiated breaching BBIED or VBIED attack, it is assessed the at=
tackers were wearing ANSF uniforms.</div>
<div style=3D"text-align: justify;">The hospital primarily served as a mate=
rnity hospital, as well as provided pediatric care, and had a capacity of m=
ore than 100 beds.<span class=3D"Apple-converted-space">&nbsp;</span></div>
<div style=3D"text-align: justify;">Although no group has&nbsp;claimed&nbsp=
;responsibility for this attack, so far, the location and tactic during thi=
s attack might indicate IS-KP involvement.</div>
<div style=3D"text-align: justify;">Indeed, the ethnic profile and past his=
tory of attacks in the Dashti-Barchi area suggest that this may have been a=
 sectarian attack by Islamic State members who have repeatedly targeted the=
 marginalized Hazara-ethnicity Shia population in Kabul.</div>

tered the clinic.
<p>The exact number of attackers that have entered the building remains unc=
onfirmed but is assessed to be at least four. SAF is ongoing in the area. <=
br />The ANSF CRU&nbsp;<span class=3D"markveng096og" data-markjs=3D"true" d=
ata-ogac=3D"" data-ogab=3D"" data-ogsc=3D"" data-ogsb=3D"">222 have arrived=
 in the area and are currently engaging AOG members with SAF.<br /><br />An=
 ANSF cordon remains in place and all roads leading to the title location a=
re closed for civilian traffic.</span></p>
NGOs are further advised to avoid movements within a 1 km radius of the tit=
le location. <br />
