t imposed movement restrictions in Taloqan City to prevent the spread of CO=
VID-19 cases. The city residents are requested to avoid any non-essential m=
ovement within the city. Only essential businesses such as food stores, pha=
rmacies, healthcare centres, banks exchange offices and fuel stations are a=
llowed to continue services. <br /><br />In addition, ANSF members imposed =
varying levels of movement restrictions on the vehicles entering and exitin=
g the city. However, the implementation of the restrictions may also vary w=
ith exceptions yet unclear. <br /><br />As such:&nbsp;<br /><br />On the we=
st entrance of Taloqan City, on Taloqan-Kunduz Road, at the <a href=3D"http=
s://goo.gl/maps/ugT26JtdAcfvH6Yy7">Pul-e Gawmali</a> area of PD 1, ANSF mem=
bers restrict the movements of all vehicles carrying passengers into the ci=
ty. Passengers are requested to continue onwards travel on foot across the =
checkpoint. However, moving out of Taloqan City via vehicles is permitted.<=
br /><br />On the northwest entrance of Taloqan City, on Taloqan-Baharak Ro=
ad, at the <a href=3D"https://goo.gl/maps/f9yYetpeqcLmb75z5">Gulah-e Baghak=
</a> area of PD 3, ANSF members restrict the movements of all vehicles carr=
ying passengers in or out of the city. Passengers are requested to continue=
 onwards travel on foot across the checkpoint in both directions.<br /><br =
/>On the east entrance of Taloqan City, on Taloqan -Fayzabad Road, at the <=
a href=3D"https://goo.gl/maps/GtaC7zN1jSDiWrVa7">Pul-e Gawmali</a> area of =
PD 1, ANSF members restrict the movements of all vehicles carrying passenge=
rs in or out of the city. Passengers are requested to continue onwards trav=

les are still able to use side roads to bypass the above-mentioned checkpoi=
nts. As seen in other provinces imposing similar measures, public complianc=
e, and determination of security forces to impose the measures may vary by =
location especially in the first days of the quarantine.<br /><br />Despite=
 the government information campaigns, large parts of the population are st=
ill insufficiently aware of the COVID-19 precautionary measures such as soc=
ial distancing or hygiene protocols. Rumours, as well as incorrect advice o=
n the methods of prevention, may also fuel resistance or cause a lack of ob=
servance of GOA instructions, whereas social stigma may determine people wi=
th symptoms from reporting these.</div>								</div>

lk to the local staff members regarding security implications related to th=
e possible economic consequences of the closures, such as increased crimina=
lity or conflict actors taking advantage of the situation in an attempt to =

tages of essential items, such as medicines and food items, may lead to ang=
er and resentment of civilians which could, in turn, lead to protests or ac=
ts of aggression. NGO security managers are advised to continue to monitor =
the discourse and perceptions of civilians for any indication of heightened=
 anger or frustration that may manifest in violence.&nbsp;<br /><br />NGOs =
are advised to maintain close contact with OCHA and provincial representati=
ves of each sector to adapt to the new operational environment.&nbsp;&nbsp;=
