s:</strong> contrary to the previous report, the number of additionally dep=
loyed ANSF personnel in Kabul City amounts to 1600 people. ANSF members hav=
e closed most of the main roads and deployed patrols along the secondary ro=
ads.&nbsp; <br />Anecdotal reports suggest that some civilians travelling a=
lone early in the morning were able to reach areas not far from their place=
 of residency. This information is also supported by a decree distributed b=
y MOI yesterday, indicating that all ANSF personnel patrolling Kabul City a=
re instructed to prevent movement of all residents of Kabul, except for per=
sonnel/staff/workers of the entities working for the health sector, emergen=
cy services, media and other essential services. <br />Staff members of the=
se entities are allowed to move in Kabul City only with valid ID cards indi=
cating their role and organization of employment. <br />Travels to and from=
 the Hamid Karzai International Airport are still allowed, including for th=
ose picking up and taking staff members. However, drivers have to be able t=
o explain the reason of travelling to the ANSF personnel at checkpoints.</d=

								<p style=3D"text-align: justify;"><strong>As of 07 April, 1900 hrs:=
</strong> As a part of additional security measures to contain the spread o=
f COVID-19 in Kabul City, GOA has decided to despatch additional 16,000 ANS=
F members.<br />These ANSF members are expected to reinforce the ANSF perso=
nnel at the CPs around the city and to create additional patrols.<br />All =
types of movement of civilians who are not involved in essential services a=
nd except for emergency cases requiring travel away from the households are=
 now restricted. <br />Anecdotal evidence suggests that civilians will stil=
l be able to do shopping in areas located not more than 300 meters from the=
ir place of residence; however, it has not been officially announced by the=
 GOA yet.<br />As previously reported, patrols and ANSF personnel are expec=
ted to stop civilians at checkpoints and elsewhere&nbsp;around the city, in=
cluding NGO staff members, and will ask about the purpose and reason of the=
ir movement. Failing to comply with this request might lead to penalties, i=
ncluding, but not limited to administrative fines.<br /><br />The previous =
advisory to ensure that all staff members comply with restrictions imposed =
by the authorities remains in place.</p>
<div style=3D"text-align: justify;"><strong>As of 06 April, 2350 hrs: </str=
ong>additional measures to contain the spread of COVID-19 are expected to c=
ome into effect across all areas of Kabul City tomorrow, on 07 April. All r=
esidents will be required to remain at their homes, except for cases of med=
ical emergencies or when there is a particular need to go out to purchase e=
ssential food items. Those failing to comply with these regulations will be=
 subject to fines.</div>
<div style=3D"text-align: justify;">ANSF personal at the checkpoints around=
 the city are expected to stop civilian vehicles, including branded NGO veh=
icles and enquire the passengers of the purpose and reason of their movemen=
t, failing to comply with this request might lead to penalties, including, =
but not limited to administrative fines. Therefore, individuals choosing to=
 move, need to be able to justify a valid reason for doing so, such as heal=
th or security reasons.</div>
<div style=3D"text-align: justify;">Essential institutions, including hospi=
tals, bakeries, pharmacies, and grocery shops will remain operational.</div=
>
<div style=3D"text-align: justify;">These recent regulations are also expec=
ted to affect NGO personnel, except for those responding to an emergency or=
 working in the health sector.<br /><strong><br /></strong></div>
In addition to the previous advice, NGOs are reminded to ensure all staff m=
embers comply with the restrictions imposed by the authorities.<br /><br />
<div style=3D"text-align: justify;"><strong>As of 29 March, 0800 hrs:</stro=
ng> Further to the initially announced restrictions on business operations =
and vehicle and pedestrian traffic in Kabul City, ANSF have now closed a se=
ries of roads for all or most vehicle traffic, including small vehicles wit=
h four passengers or less. These routes are roughly the western and souther=
n edges of the Green Zone, the road from Deh Mazang Square to the Company A=
rea, as well as the markets around Lycee Maryan Road in PD 11 (see attached=
 map). In addition, ANP has increased its posture in crowded areas in the K=
abul City Centre, including Shahr-e Naw, to enforce the closure of shops an=
d restrictions in travelling in larger groups or larger vehicles, as below.=
&nbsp;<br /><br />Meanwhile, the four gates of Kabul are closed for almost =
all incoming vehicle traffic, with at least one NGO staff member travelling=
 in a Corolla-type vehicle unable to enter the city from the east this morn=
ing, and hundreds of vehicles, mostly Corolla-type, blocked at the entry po=
ints.&nbsp;<br /><br />The above measures likely result from a degree of co=
nfusion on the part of ANSF with regards to who is and is not allowed to tr=
avel into or within the city, and the nature of the restrictions should be =
clarified within the next few days.&nbsp;<br /><br />For NGOs, the situatio=
n also remains unclear, with a series of instructions from the Ministry of =
Economy's Directorate for NGOs mentioning that NGOs delivering medical or o=
ther essential projects should continue to operate, and that essential NGO =
staff could move to the NGO offices to ensure the NGOs continue operations.=
 However, a system of permits is not in place, and details regarding what c=
onstitutes 'essential' have not been made available.&nbsp;<br />&nbsp;</div=
>
<div style=3D"text-align: justify;">In addition, NGOs are encouraged to rev=
ise travel plans in and out of Kabul City and to consider postponing travel=
 until the situation is clarified.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Within Kabul itself, NGO staff are enco=
uraged to select alternative routes to those marked in the attached map, as=
 well as limit movement to the essential.&nbsp;</div>
<br />
<div style=3D"text-align: justify;"><strong>As of 27 March, 1800 hrs:</stro=
ng> On 27 March, President Ghani signed a decree approving the development =
of a plan to impose restrictions on movement, gatherings, and government an=
d business operations in Kabul City for three weeks starting on 28 March, o=
r until 18 April. The period can be extended if needed.<br /><br /></div>
<div style=3D"text-align: justify;">At approximately 1600 hrs, the Ministry=
 of Public Health in a press conference announced some details regarding th=
e restrictions. These are as follows:</div>
<div style=3D"text-align: justify;">
<ol>
<li>Closure of all businesses with the exception of food shops, banks, phar=
macies, and bakeries. This includes all restaurants, although restaurants c=
an continue to deliver food should they have this service available.</li>
<li>Closure of public gathering places, including parks and other recreatio=
nal areas, public and private educational institutions of all levels, and s=
hrines. There was no specific restriction on the functioning of mosques, ho=
wever.</li>
<li>A ban on all funerals, weddings, or other ceremonies attended by a larg=
e number of people.</li>
<li>Closure of all government ministries and other institutions, with the e=
xception of the Ministry of Public Health and ANSF, which will function as =
usual. This will include the Ministry of Economy, as well as line ministrie=
s which are normally engaged with NGO operations, such as the Ministry of E=
ducation. The Afghanistan National Disaster Monitoring Agency and other eme=
rgency response entities can be re-mobilised as necessary.</li>
<li>A ban on all large movements of people into Kabul City and within the c=
ity itself, with vehicles with more than four people inside, including publ=
ic or private transportation buses. Movement of cargo is exempted from the =
above, however.</li>
<li>A ban on the movement of people in groups of more than three.</li>
<li>A ban on non-essential movements, even for individuals, with residents =
choosing to move needing to be able to justify a valid reason for doing so,=
 such as health or security reasons.</li>
</ol>

<div style=3D"text-align: justify;">In addition, the government plans to as=
sign government facilities as isolation wards for people detected or suspec=
ted of carrying the COVID-19 virus. These will include some wedding halls a=
nd educational institutions, including the Polytechnic Institute (PD5), Rab=
ani Educational institute (PD5), Habibya High School (PD7), Nadaria High Sc=
hool (PD2). A Government Operation Control Centre for COVID-19 will be base=
d in Darulaman Palace, PD 6, and will be operational 24/7. The phone number=
s 166 or 119 can be called for any emergency support needed in relation to =
the virus.<br /><br /></div>
<div style=3D"text-align: justify;">Furthermore, narcotics addicts often ga=
thered in large numbers on Kabul&rsquo;s streets will be taken by ANSF to t=
he former Camp Pheonix on Jalalabad Road. It is unclear whether this measur=
e will include any treatment or other specific measures.<br /><br /></div>
<div style=3D"text-align: justify;">The announced measures do not include s=
pecific details on NGO staff or premises. A system of permits for movement =
will for the time being not be implemented, with ANSF inquiries regarding t=
he reason for an individual moving around the city likely to rely solely on=
 the individual&rsquo;s response. According to the Ministry of Interior, NG=
O offices are allowed to remain open for the time being, as long as staff o=
bserves the above-mentioned rules on movement.<br /><br /></div>
<div style=3D"text-align: justify;">Details were also not given regarding t=
he Kabul International Airport, although domestic flights remain operationa=
l, and the airport is not expected to be closed at least in the short term.=
 Airport sources, however, are suggesting the possibility of a closure in t=
he longer term. &nbsp;</div>
<br /><strong>Initial Advice:&nbsp;</strong><br /><br />
<div style=3D"text-align: justify;">NGOs may limit unessential movements to=
 and from their offices for the time being, where possible and this does no=
t take an unacceptable toll on operations, at least until further details r=
egarding restrictions on NGO operations are clarified.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are also advised to inform their s=
taff regarding the restrictions and adapt, if necessary, the way in which N=
GO staff travel to the office or the field, e.g. for NGOs using a shuttle s=
ystem. Twenty-four-hour shifts for guards and drivers may need to be implem=
ented as well in the future, although for the time being a strict applicati=
on of restrictions on individual movement is unlikely. NGO staff is, noneth=
eless, advised to carry NGO ID cards when moving to and from the office or =
for other official purposes.<br /><br /></div>
<div style=3D"text-align: justify;">Usual mitigation measures against crimi=
nality and other risks should continue to be enforced at the same time, inc=
luding counter-surveillance or varying routines.<br /><br /></div>
<div style=3D"text-align: justify;">NGOs are furthermore advised to become =
informed as to further details about the restrictions from official sources=
 and to inquire with INSO if necessary. INSO Central will continue collecti=
ng information regarding the restrictions and update the above report as ne=
cessary.</div>								</div>
