Hope all is well and apologies for any cross posting as some of you =
maybe members of multiple groups but we wanted to get this update out to =
as many humanitarian entities as possible =E2=80=93 Fiona and Ermina =
please pass to your membership.

=20

Just a quick update on HAG projects/ focus at the moment as promised =
=E2=80=93

=20

1.       VIRTUAL HAG & What=E2=80=99s AP Group =E2=80=93 A virtual HAG =
is in the process of being set up and a meeting is planned for Wednesday =
08 April at 1430 Kabul time (more to follow). A HAG What=E2=80=99s AP =
group is under construction =E2=80=93 you will hear from Belal.

2.       National NGO HAG (NNGO HAG) =E2=80=93 A virtual HAG forum is =
being established for the National NGO HAG and a meeting is in the =
planning for 13 April.

3.       JOPs =E2=80=93 widely distributed amongst humanitarian =
community , unfortunately face to face training is delayed but virtual =
training progressing and feedback advice to humanitarian community =
occurring on a regular basis. Many Humanitarians are now using the JOPs =
in their regular conversations with Govt and Taliban as our Code of =
Conduct. The JOPs were introduced to the Taliban Political Commission in =
Doha.

4.       COVID =E2=80=93 19 Humanitarian Access Strategy =E2=80=93 The =
HAG has issued a living Humanitarian Access Strategy Paper to support =
the Humanitarian COVID 19 Response Plan and to guide humanitarians on =
managing access during this period. We are still receiving feedback on =
the document and will be updating with new inputs this week =20

5.       Stay and Deliver Paper =E2=80=93 The HAG has produced a Stay =
and Deliver paper for humanitarian aid workers which is being reviewed =
by Nadja, Brian, myself and the access team with a view to wider =
circulation this week for comment and feedback. Will be discussed at =
virtual HAG meeting.

6.       Brainstorming Group Feedback =E2=80=93 A number of senior =
leadership staff from multiple organizations propose to link up =
occasionally as part of a brainstorming team. The objectives are to =
analyze gaps at the strategic level and provide advice where required =
cognoscente of not duplicating any current fora effort. The HAG has =
prepared a short two pager on how this might look with a Tactical =
Advisory Group advising the Strategic Brainstorming/Planning Group. For =
discussion at virtual HAG meeting.

7.       We have engaged this week with Global Access and Global CMCoord =
 colleagues and have been able to share and learn from their best =
practice so far. They requested Afghanistan to present on the COVID =
Access Strategy as other countries wish to follow. I will forward the =
outcomes and best practice and we can discuss at the virtual HAG.

8.       Brain is maintaining daily contact with Resolute Support CIMIC =
and that conversation is going well now. It remains to be seen what they =
can actually provide in an IE situation or as part of the COVID response =
but at least the conversations and suggestions are being exchanged =
regularly both on COVID and routine CMCoord issues. We are constantly =
advocating for training, supervision and PPE supply  for ANDSF & ABP at =
border locations and with ANA/ANP/ANDSF regarding movements during =
restrictions. We have also asked them to analyze what logistical support =
maybe available (last resort of course =E2=80=93 unique in time and =
availability)

9.       Regular contact is being maintained with the counterparts in =
Doha and there appears to be a very positive attitude to supporting the =
COVID response, especially access.

10.    Brian and the team in Kabul have been fully engaged with Govt =
counterparts on many issues but this week specifically regarding the =
freedom of movement for humanitarians during the current enforced =
restrictions and working with ACBAR and INSO these conversations have =
proved successful in unravelling certain ROMs and creating better =
communication and clarity on the ground. OCHA USG Lowcock has issued the =
following important advice regarding language and stigmatization :

a.        Advocating/communicating on access: As we advocate for =
humanitarian access to continue our life-saving work, we must be seen to =
comply with and respect life-saving public health instructions put in =
place by national governments. We recommend to frame messages on access =
accordingly; for example, advocate for =E2=80=98facilitation of =
movement=E2=80=99, =E2=80=98enabling procedures=E2=80=99 or =
=E2=80=98fast track clearance=E2=80=99 and so forth, rather than for =
=E2=80=98exemptions or exceptions=E2=80=99. This is important to clarify =
our role, pre-empt stigma or accusations of =E2=80=98spreading the =
virus=E2=80=99, and avoid confusion with terminology often used in =
sanctions contexts. Mark is personally asking for HCs to start these =
discussions with governments if they have not all already in his calls =
this and next week.=20

b.       Access analysis: We need to strengthen our analysis around =
COVID-19 related access constraints and opportunities going forward. At =
present, we are keeping a watching brief on almost 60 countries, with =
and without OCHA presences. At present, initial analysis indicates that =
at least 20 countries have high levels of COVID-19 external access =
constraints on movement of personnel, with fewer =E2=80=93 or 6 =
=E2=80=93 on movement of cargo. Similarly, around 13 have high levels of =
internal access constraints, impacting operations in different ways. We =
will work closely with you on strengthening such analysis going forward. =

c.        New guidance:=20

Abuse (PSEA) during COVID-19 Response =

Advocate).

3. Key messages: Flexible funding for humanitarian response and =
COVID-19 =

11.    Access Monitoring & Reporting Framework (AMRF) - The team is also =
actively recording access constraints created by COVID as well as all =
other NON COVID access constraints and an update and analysis  can be =
provided on this when desired. Please continue to feed in your normal =
constraints and your COVID-19 specific constraints to Belal and Nadja.

12.    Hard to Reach project is continuing and being regularly updated =
with support from INSO and Reach and HAG sub working groups.

13.    INSO/ACBAR =E2=80=93 close coordination is ingoing with both =
ACBAR and INSO with many thanks to Fiona and Ermina for their time, =
energy and support.

14.    Jens in AHF is leading on the possible procurement of a rapidly =
deployable hospital to provide medical support in keeping humanitarian =
aid workers healthy  and also providing them with the confidence to =
deliver the response in the knowledge their health is being looked after =
=E2=80=93 we have requested support from Global CMCoord , also put the =
information discreetly on Linkedin and we are receiving some leads. If =
you have any contacts/ideas on this please feed them in.

15.    Airbridge =E2=80=93 The HAG is working in close liaison with =
UNHAS and UNAMA ,pushing for the commencement of the airbridge, acting =
as go between for the aviators and humanitarians , advising UNHAS on the =
demands and priorities, advocating on behalf of humanitarians with high =
need (MSF has 10 doctors on standby in Doha to join UNAMA return flight =
on 07 April). A number of NGOs have also secured seats both on the =
outward and inward legs on 07 April. We are pushing for a weekly service =
until the airbridge is up and running.

16.    Staffing =E2=80=93 Brian, Raisi and Belal are in Kabul with Nadja =
and myself telecommuting. We are in daily contact with virtual platforms =
working well.

17.    COVID-19 Snapshot =E2=80=93 The team are working on a COVID-19 =
specific snapshot with an emphasis on constraints and analysis.

18.    Weekly Update =E2=80=93 Its our intention to provide you with a =
weekly update- your positive feedback is welcomed.
