nment announced a quarantine plan to prevent the spread of COVID-19 which w=
ill be effective as of 01 April 2020 in all the districts of the province a=
nd shall last for an initial period of three weeks.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">All the community members in Fayzabad D=
istrict and other Badakhshan Districts are required to remain in their resi=
dences; except for procuring essential food items and medical emergencies.&=
nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Movement of all private and public tran=
sportation vehicles that exceed four passengers shall be suspended.&nbsp;<b=
r /><br /></div>
<div style=3D"text-align: justify;">All government departments and NGO offi=
ces shall be closed. The public health department, the health staff working=
 in the hospitals and health centers and ANSF members will be exempt from t=
he travel restrictions.&nbsp;<br /><br /></div>
<div style=3D"text-align: justify;">Activities of universities, schools and=
 private education courses, barbershops, hairdressers, baths, boutiques, sp=
orts venues, wedding halls, and hotels, shall be suspended.<br /><br /></di=
v>
<div style=3D"text-align: justify;">All religious ceremonies and public and=
 private religious gatherings shall be suspended except the five congregati=
onal prayers.<br />&nbsp;&nbsp;</div>
<div style=3D"text-align: justify;">Hotels, wedding halls, public markets, =
and other public places, such as parks, that may cause large gatherings sha=
ll be closed.&nbsp;<br /><br />Restaurants are only allowed to sell take aw=
ay food. Only essential shops (banks, bakeries, pharmacies, hospitals, and =
grocery shops) will be open in the province and their activities will be in=
 accordance with the public health directives to protect their clients. <br=
 /><br />ANSF will assist the government in enforcing these restrictions an=
d may apply fines.</div>

imilar measures, public compliance, and determination of security forces to=
 impose the measures may vary by location especially in the first days of t=

nning essential emergency programs will be allowed to continue activities. =
But it is highly recommended to maintain close contact with OCHA and provin=
cial representatives of each sector to adapt to the new operational environ=

ure that compounds and guesthouses have adequate food, medicine, and other =

eak with local staff members regarding security implications related to the=
 possible economic consequences of the closures, such as increase criminali=
ty or conflict actors taking advantage of the situation in an attempt to di=
scredit ANSF capacity to maintain security.<br /><br /></div>

tages of essential items, such as medicines and food items, may lead to ang=
er and resentment of civilians which could in turn lead to protests or acts=
 of aggression. NGO security managers are advised to continue to monitor th=
e discourse and perceptions of civilians for any indication of heightened a=
nger or frustration that may manifest in violence. As of the time of writin=
