Therefore, it is assessed that the NGO is collaterally impacted, like= ly due to celebratory SAF or any other form of non-combat shooting in the a= ir. It is also known that ALP members at times discharge SAF in the air dur= ing their patrols. However, the exact origin of the SAF discharge cannot be= identified at the time of writing. <br /><br />Since January 2020, IN= SO recorded three incidents in the Northeast Region, where NGO buildings we= re impacted by stray bullets. A stray bullet impacting an NGO on 13 Feb in = Kunduz City is very similar in nature and proximity to the title incident.&= nbsp; Another NGO incident on 03 Feb in Baghlan Province (please see AFGHAN= ISTAN/NORTHEAST/R/19022020/#001) for further details) resulted from an arme= d clash in the proximity of an NGO compound. As a result of the firefight, = multiple stray bullets impacted on the NGO building, with at least one cros= sing and shattering the glasses of a window, and killing one NGO staff memb= er (guard). <br /><br />Although an incident of a different nature com= pared to the two in Kunduz, the Baghlan one shows that SAF can have a signi= ficant impact on NGO staff members even in the absence of an audible armed = clash.
