** Situation Overview: UPDATED

As of 4 March 2020=2C a total of 93=2C094 people have been confirmed to ha=
ve contracted COVID-19 and 3=2C198 people have reportedly died across 77 c=
ountries. The number of countries affected with COVID-19 has increased fro=
m 42 countries to 77 in the past week. On 28 February=2C WHO increased its=
 assessment of the risk of spread and the risk of impact of COVID-19 to=
 =E2=80=9Cvery high=E2=80=9D at the global level =E2=80=93 its top level o=
f risk assessment =E2=80=93 while stressing that there still is a chance o=
f containing the virus if its chain of transmission is broken. WHO believe=
s that containment is possible in all settings. However=2C the immediate m=
easures taken by countries to prepare for possible scenarios will determin=
e the course of the outbreak. Countries with weaker health systems and lim=
ited capacity to deal with a major disease outbreak are at particular risk=
=2E The increasing spread of the virus from and within Italy=2C Iran and Sou=
th Korea remains a concern. Travel restrictions by countries are changing=
 rapidly and
should be monitored on daily basis.

On 24 February=2C Afghanistan=E2=80=99s Ministry of Public Health (MoPH) r=
eported that one person with COVID-19 had been confirmed in the western pr=
ovince of Hirat. The person had recently travelled from Qom in Iran. It is=
 reported that all schools in Hirat are closed and public gatherings banne=
d until further notice. As of 3 March=2C MoPH is investigating 81 people p=
resumptive for COVID-19 (see table below). The clinical condition of the p=
erson confirmed as having and those presumptive for COVID-19 is good. All=
 81 people presumptive for COVID-19 are being kept in isolation wards.

Response: UPDATED
The focus of activities in Afghanistan is on both preparedness and contain=
ment. MoPH is working closely with WHO=2C Health Cluster partners=2C IOM a=
nd other relevant stakeholders to rapidly expand in-country preparedness a=
nd containment capacity=2C to strengthen detection and surveillance capaci=
ty at points-of-entry into Afghanistan=2C such as airports and border-cros=
sing sites (especially in the west)=2C and to continue the training of med=
ical staff on case-management=2C risk communication and community engageme=
nt. The level of support and activities in all key areas will need to be e=
xpanded rapidly to manage the further spread of the disease.

As of 2 March=2C MoPH has 1=2C600 screening tests and 150 confirmation tes=
ts available in-country. Additionally=2C MoPH has recently established fiv=
e committees for the surveillance of COVID-19 at the national and provinci=
al level: Points of Entry Committee; Population Surveillance Committee; Da=
ta Management Committee; National COVID-19 Contact Tracing Committee; and=
 the Lab Surveillance Committee.

60 UNICEF-supported MHTs are on stand-by across 13 provinces to provide pr=
imary health care services in potentially affected areas. There is a lack=
 of sanitation and hygiene promotion at the Sharak-e-Sabz displacement sit=
e as well as essential Water=2C Sanitation and Hygiene (WASH) infrastructu=
re at the Islam Qala border crossing. UNICEF is currently in the process o=
f finalising a WASH assessment at the crossing and together with the Provi=
ncial Rural Rehabilitation and Development Directorate (PRRD) will install=
 temporary washing stations for returnees (citizens of Afghanistan) at scr=
eening facilities starting on 5 March. The construction of UNICEF-funded p=
ermanent WASH facilities at the Islam Qala border crossing is expected to=
 begin on 7 March.

Cross Border Concerns: UPDATED
As of 4 March=2C there are six people confirmed to have COVID-19 in Pakist=
an. In Iran=2C health officials have reported 2=2C336 people have COVID-19=
 and 77 people have died after contracting the virus as of 4 March.

On 1 March=2C the Spin Boldak border crossing was closed by both Afghan an=
d Pakistani border police=2C reportedly in connection with COVID-19. The b=
order will remain closed for seven days. However=2C Pakistan=E2=80=99s mai=
n border crossing with Afghanistan - the Torkham border crossing - remains=
 open.

IOM reports that there has been a higher number of spontaneous returnees (=
citizens of Afghanistan) from Iran over recent days as many labour camps h=
ave been closed due to the rapid spread of COVID-19. Awareness raising and=
 evidence-based sensitisation on COVID-19 facts remain key gaps and requir=
e further strengthening.

On 4 March=2C UNHCR announced the temporary closure of all UNHCR Encashmen=
t Centres (ECs) in the country effective Thursday=2C 5 March until further=
 notice. At the ECs all returnees (citizens of Afghanistan) with a valid V=
oluntary Repatriation Form (VRF) usually receive a grant to support their=
 immediate humanitarian needs.

IOM and WHO are actively supporting response activities with MoPH to addre=
ss preparedness and emergency coordination actions in the border provinces=
 with Iran and Pakistan (Nangarhar=2C Kandahar=2C Nimroz and Hirat). Suppo=
rt includes: secondment of staff for cross border surveillance; material s=
upport; publication of MoPH and WHO Information=2C Education and Communica=
tion (IEC) materials; billboards; community-level awareness raising and se=
nsitisation efforts through health education sessions and Displacement Tra=
cking Matrix focus group discussions; and use of IOM transit facilities as=
 temporary isolation/quarantine spaces.

Education:
All schools in Hirat =E2=80=93 including temporarily learning spaces (TLS)=
 and community-based education (CBE) =E2=80=93 are suspended until further=
 notice to help contain the spread of COVID-19 (although public schools an=
d universities are currently closed for winter break and will resume on 22=
 March). COVID-19 is much less common in children than adults=2C and child=
ren tend to have a milder version of the disease.

ve reportedly died across 77 countries. The number of countries affected w=
ith COVID-19 has increased from 42 countries to 77 in the past week. On 28=
 February=2C WHO increased its assessment of the risk of spread and the ri=
sk of impact of COVID-19 to =E2=80=9Cvery high=E2=80=9D at the global leve=
l =E2=80=93 its top level of risk assessment =E2=80=93 while stressing tha=
t there still is a chance of containing the virus if its chain of transmis=
sion is broken. WHO believes that containment is possible in all settings.=
 However=2C the immediate measures taken by countries to prepare for possi=
ble scenarios will determine the course of the outbreak. Countries with we=
aker health systems and limited capacity to deal with a major disease outb=
reak are at particular risk. The increasing spread of the virus from and w=
ithin Italy=2C Iran and South Korea remains a concern. Travel restrictions=
 by countries are changing rapidly and should be monitored on daily basis.=

On 24 February=2C Afghanistan=E2=80=99s Ministry of Public Health (MoPH) r=
eported that one person with COVID-19 had been confirmed in the western pr=
ovince of Hirat. The person had recently travelled from Qom in Iran. It is=
 reported that all schools in Hirat are closed and public gatherings banne=
d until further notice. As of 3 March=2C MoPH is investigating 81 people p=
resumptive for COVID-19 (see table below). The clinical condition of the p=
erson confirmed as having and those presumptive for COVID-19 is good. All=
 81 people presumptive for COVID-19 are being kept in isolation wards.</sp=
an><br>

<span style=3D"color:#000000">The focus of activities in Afghanistan is on=
 both preparedness and containment. MoPH is working closely with WHO=2C He=
alth Cluster partners=2C IOM and other relevant stakeholders to rapidly ex=
pand in-country preparedness and containment capacity=2C to strengthen det=
ection and surveillance capacity at points-of-entry into Afghanistan=2C su=
ch as airports and border-crossing sites (especially in the west)=2C and t=
o continue the training of medical staff on case-management=2C risk commun=
ication and community engagement. The level of support and activities in a=
ll key areas will need to be expanded rapidly to manage the further spread=
 of the disease.<br>

As of 2 March=2C MoPH has 1=2C600 screening tests and 150 confirmation tes=
ts available in-country. Additionally=2C MoPH has recently established fiv=
e committees for the surveillance of COVID-19 at the national and provinci=
al level: Points of Entry Committee; Population Surveillance Committee; Da=
ta Management Committee; National COVID-19 Contact Tracing Committee; and=
 the Lab Surveillance Committee.<br>
&nbsp;<br>
60 UNICEF-supported MHTs are on stand-by across 13 provinces to provide pr=
imary health care services in potentially affected areas. There is a lack=
 of sanitation and hygiene promotion at the Sharak-e-Sabz displacement sit=
e as well as essential Water=2C Sanitation and Hygiene (WASH) infrastructu=
re at the Islam Qala border crossing. UNICEF is currently in the process o=
f finalising a WASH assessment at the crossing and together with the Provi=
ncial Rural Rehabilitation and Development Directorate (PRRD) will install=
 temporary washing stations for returnees (citizens of Afghanistan) at scr=
eening facilities starting on 5 March. The construction of UNICEF-funded p=
ermanent WASH facilities at the Islam Qala border crossing is expected to=
 begin on 7 March.</span><br>

On 1 March=2C the Spin Boldak border crossing was closed by both Afghan an=
d Pakistani border police=2C reportedly in connection with COVID-19. The b=
order will remain closed for seven days. However=2C Pakistan=E2=80=99s mai=
n border crossing with Afghanistan - the Torkham border crossing - remains=
 open.<br>
&nbsp;<br>
IOM reports that there has been a higher number of spontaneous returnees (=
citizens of Afghanistan) from Iran over recent days as many labour camps h=
ave been closed due to the rapid spread of COVID-19. Awareness raising and=
 evidence-based sensitisation on COVID-19 facts remain key gaps and requir=
e further strengthening.<br>
&nbsp;<br>
On 4 March=2C UNHCR announced the temporary closure of all UNHCR Encashmen=
t Centres (ECs) in the country effective Thursday=2C 5 March until further=
 notice. At the ECs all returnees (citizens of Afghanistan) with a valid V=
oluntary Repatriation Form (VRF) usually receive a grant to support their=
 immediate humanitarian needs.<br>
&nbsp;<br>
IOM and WHO are actively supporting response activities with MoPH to addre=
ss preparedness and emergency coordination actions in the border provinces=
 with Iran and Pakistan (Nangarhar=2C Kandahar=2C Nimroz and Hirat). Suppo=
rt includes: secondment of staff for cross border surveillance; material s=
upport; publication of MoPH and WHO Information=2C Education and Communica=
tion (IEC) materials; billboards; community-level awareness raising and se=
nsitisation efforts through health education sessions and Displacement Tra=
cking Matrix focus group discussions; and use of IOM transit facilities as=
 temporary isolation/quarantine spaces.<br>
