INFORMATION
An estimated 150 ANSF members=E2=80=94ANA, NDS, and ANP=E2=80=94launched a =
clearing operation to target AOG positions in the Charkhaw<https://goo.gl/m=
aps/G8Qn22JumNLw6koi7> area of PD 4, Kunduz City, along the Kunduz-Taloqan =
Road, on 25 December, at around 0900 hrs. An armed clash erupted immediatel=
y following the deployment of the government forces.
As result of the firefight between the ANSF and the AOG members, a stray 7.=
62 mm round impacted against the outside perimeter wall of an NGO facility =
located adjacent to an open lot in the Sar-e Dawra area of PD 4, Kunduz Cit=
y, roughly 1-2 km from the area where the above-mentioned armed clash was t=
aking place. The impact of the stray bullet caused superficial damage to th=
e wall.
ANALYSIS
The Kunduz-Khanabad section of the Kunduz-Taloqan Road=E2=80=94where the ab=
ove-mentioned armed clash took place and which logged 85% of all security i=
ncidents occurring along the route in 2019 (177 out of 209 incidents)=E2=80=
=94has witnessed an increase of conflict activity over the past years with =
43 incidents in 2016, 58 in 2017, and 89 in 2018. The road is generally und=
er ANSF control, although AOG members located in nearby villages can access=
 the road with relative ease, with ANSF having temporarily abandoned their =
positions on several occasions to avoid casualties. Eleven incidents have b=
een recorded so far in 2020 (up to 20 January), with AOG members authoring =
five of them to target ANSF/GOA members, ANSF/IMF launching two joint groun=
d operations, IMF conducting at least six airstrikes over three incidents, =
and ACG members committing an armed robbery.
The proximity of the NGO facility to the Kunduz-Taloqan Road and to an open=
 lot certainly made the NGO compound more vulnerable to collateral damage f=
rom armed clashes taking place along this route. That said, the risk of bei=
ng collaterally involved in a firefight in Sar-e Dawra is still assessed to=
 be relatively low. Indeed, the area has so far recorded low incident level=
s, being this one of the reasons why many NGOs have their offices and other=
 facilities located in the area. As per INSO records, apart from the title =
incident, Sar-e Dawra only witnessed six more security incidents in 2019, a=
nd one this year (up to 20 January). Four of these were criminal in nature,=
 with an MIED detonation at the entrance of a private residence=E2=80=94lik=
ely over a personal dispute, two robberies in private compounds, and an arm=
ed clash between two IO-contracted guards over a personal dispute, which re=
sulted in two ANP members killed and another two wounded. Two other inciden=
ts were a brief firefight between an NDS and a Provincial Council=E2=80=99s=
 member over a personal dispute=E2=80=94which caused no casualties, and an =
NDS EOD team defusal of an MIED which had been attached to the underbody of=
 an IO national staff member=E2=80=99s private vehicle (see AFGHANISTAN/NOR=
THEAST/R/09122019/#001). AOG members authored the remaining incident on 17 =
January this year, having emplaced a roadside IED along a secondary road wh=
ich detonated near a passing ANP pick-up truck-type vehicle.
NGO staff suffered collateral damage as result of armed clashes in Kunduz C=
ity in seven other occasions over the year 2019, while no other similar inc=
ident has been reported so far this year. AOG members authored six of those=
 security incidents, all of which involved IDF, and ANSF authored the remai=
ning incident with RPGs. That said, it is believed that NGOs suffer collate=
ral damage during armed clashes more often=E2=80=94particularly that caused=
 by the impact of stray bullets, what usually go unreported due to a genera=
l normalization among national NGO personnel.
Five of the above-mentioned NGO incidents took place on 28 September when A=
OG members fired mortar rounds towards ANSF positions in different parts of=
 the city throughout the day. Five mortar rounds mistakenly impacted on NGO=
 staff members=E2=80=99 private residences located in the Sedarak, Sarak-e =
Zeraat, and Qahqa Khana areas of PD 1, the Kart-e Lal area of PD 2, and the=
 Turkman Ha area of PD 3. No casualties were reported in neither of the inc=
idents, however, the impact of the mortar rounds damaged walls and windows =
of the buildings. These incidents were consequence of the IEA opposition to=
 the presidential elections which were held that day. The IEA, indeed, had =
openly opposed the electoral process and had communicated their intention t=
o target polling centres with the aim of discouraging civilians from voting=
.
The two other security incidents occurred on 26 November. At around 0200 hr=
s, following an AOG attack on an ANSF position with SAF and RPGs, AOG membe=
rs took position in a residential area of Nawabad-e Spinzar, PD 1. ANSF fir=
ed towards them, with an RPG impacting on a building located near an NGO st=
aff member's private residence, shattering the glasses of the windows. Late=
r that day, at approximately 0700 hrs, AOG members fired at least one morta=
r towards an ALP checkpoint in the Shaftalo Bagh area of PD 4, along the Ku=
nduz-Taloqan Road, during a firefight. The errant mortar round, which did n=
ot detonate, impacted in the courtyard of an NGO staff member=E2=80=99s pri=
vate residence, and was later disposed by a demining agency. These two and =
the title NGO incident were the result of the regular conflict activity tak=
ing place in the surrounding areas of Kunduz City, with the AOG members oft=
en attacking ANSF positions, and ANSF conducting operations to push the AOG=
 members far from the provincial capital.
ADVICE
Even in areas distant from armed clashes, there is a limited risk of stray =
SAF and RPGs. In this regard, NGO staff members are advised to shelter indo=
ors and away from windows during periods of heightened risk, particularly, =
when an armed clash is taking place within 3 km from their locations. Furth=
ermore, it is advisable to shelter inside safe rooms or hardened structures=
 if a firefight occurs in the proximity or armed groups are launching IDF t=
owards the area.
In addition, NGOs are advised to raise awareness among staff about the risk=
 of collateral damage from firefights. Moreover, security managers should r=
emind staff that stray rounds may impact beyond the audible range of the in=
itial gunfire.
NGO staff members experiencing collateral exposure to conflict activity are=
 encouraged to report such incidents to INSO.
Finally, NGOs present in Kunduz City are generally advised to closely monit=
or the conflict activity along the Kunduz-Taloqan Road.
