Thank you so much for the follow up, in response to the below justification
given by JACK colleagues, I am not agree with them and I would like to add
some more comments in blue color.

*        Delay in Salary payment (80% as a fixed ) since 1st Saratan.

Ans: JACK paid the health facilities salary a long with night duty ,
hardship and risk allowance to health facilities staff till Jowza 1398 , and
after that when the installment of MoPH delayed , then JACK leadership tried
to find a co-financing mechanism and we were in trying to find and even up
to date we are in searching to find the way, but could not success yet.

Dr. Fazli remarks: As per MoPH instructions, implementing NGO has
responsibility to pay 80% salaries without any delay.  Unfortunately they
didn't pay and I am sure this condition will discourage the staff and badly
effect the provision of quality health services.

*        Risk allowance is not paid by implementing NGO as per the policies,

Ans: Risk allowance paid to  health facilities staff 50%  because to those
health facilities   we kept hardship 100%  , even those health facilities
are not qualified to hardship now, but before they were , according to the
hardship policy of MoPH.

Dr. Fazli remarks: It is not an ethical answer for the issue, hardship and
risk allowances are quite different from each other and we should follow the
rules and regulation in these regards.

*        Implementation of the agreed performance improvement plan (PIP)
with its specifications.

Ans: All the points of PIP considered and conducted, except the salary for
saratan and risk allowance of some 50%. And we agreed that in next payment
we will consider the remained percentage of risk allowance,  meaning from
January 2019.

Dr. Fazli remarks: I am not agree with them, the PIP is not followed up at
all, recently we had provincial quarterly review meeting here in Kundoz
along with PMO colleagues. It has confirmed that they didn't follow the PIP
and all shortcomings remained unsolved. You can check it with PMO colleagues
as well. It is further to be noted that you find more weak points in the
PMO's mission report.

Hope you would follow with them and encourage them to critically follow the
identified points, and go through decentralized manner.

Hope they critically follow the MoPH instructions.

Greetings from JACK,

Just for Afghan Capacity and Knowledge is BPHS implementer in Kunduz since
January 2019 , and the program is implementing through 75 health facilities,
513 health posts and more than 100 FHAGs. JACK has great access to all under
coverage areas. EPI outreach activities are going on normal and there is not
any challenge and we have not faced with any barriers yet. JACK built great
and positive bond with community and elders. They accepted the JACK services
with positive view. And JACK could keep open all health facilities during
the emergencies which passed in Kunduz. And the adequate and more than
enough medicines and medical supplies have been conducted and sent to health
facilities according to the signed contract.

I am coming to the following complaints of Kunduz PPHD;

*        Delay in Salary payment (80% as a fixed ) since 1st Saratan.

*        Risk allowance is not paid by implementing NGO as per the policies,

*        Implementation of the agreed performance improvement plan (PIP)
with its specifications.

Even JACK pays exceed amount of night duty and even to the guards too, as
the previous BPHS implementers have not paid.

JACK is committed to the MoPH rule and regulations and policy, and is
committed to the MoPH strategic goals and objectives .

Kunduz Public Health Directorate, indicating  some critical points as below:
