I am implanting steps forward for improvement  of BPHS since I came like =
providing HFs visit tools, professional supervision even HQIP with =
technical team and it is going on by daily follow up but it need time be =
patient for that.

For qualitative supervision I presented presentation and discussed =
enough with all staff and it is going on.

I wish to have 50 % sustainable situation to reach objectives.

I personally controlling availability of staff in HFs as you know =
changing of behavior takes time.

Internal verification is getting done day by day as today technical went =
3 HFs and implemented there.

=20

Dr.Sahib I am agree with you to reach targets which is obligation in =
SEHATMANDI project and we all try it.

=20

Two hours ago Archi captured by AOG and all staff flew and ran over from =
the HFs and bad clashes is going there.

I personal worship for God to have staff safe during clashes and do not =
know will happen more?

In Khan Abad this morning while I passing the road all previous armed =
people were stood up along the road and there were many check points but =
I tried first the road then called Khan Abad DH staff to go there and I =
told everyone that the road open with high risk. The main road from =
Kunduz to Khan Abad is completely closed.

Totally the situation in Kunduz is worse as our staff including Dr =
Majeed Hassan in Ramazani HFs faced bad situation as all clients ran =
over from HFs.

By the way we try in insecure area to provide health services for needy =
people and manage over all the project safe and going on. Any comment =
let me know.

I am coming to each of the points mentioned in below;

1-      Qualitative supportive supervision and mobile control of HFs,

Since the project started , the supervisions were not qualitative? If =
yes. So how they received the salary? And the responsible person before =
coming of you must answer a long with program supervisors.=20

=20

Every day , and in each mission and in each session I hear that =
qualitative and effective supervisions needed , so please ask the =
program supervisor what is qualitative supervisions? I am confuse with =
this word.=20

=20

2-      Availability of HFs staff to in any situation to have =
performance.

=20

Still they were not available? I think it is routine process that staff =
must be present from 08:00 AM up to 04:00 Pm and variable according to =
HR calendar. This reason mean that since the project started the staff =
were not available in HFs all the time. Very dangerous.=20

=20

3-      5 active vehicles be ready for technical team to implement  =
weekly plan.

=20

This will be again followed up with operation team here , and they have =
to convince us.=20

=20

4-      Internal verification of data in HFs during visits.

=20

Why, it is still pending?  Both provincial and main offices technical =
teams must answer this.

=20

I am agree with you that situation is critical , but in Asad 1398 there =
wasn=E2=80=99t any problem or challenge , all the health facilities were =
opened. Medicines supplied. Staffs were present, so what is the reason =
that we are low in performance?

Finally , the following two are top priorities and goals.=20

=20

1.       Performance mean reaching to the target

2.       Internal verification

The update Kunduz performance analysis for the month of Asad 1398 shared =
to all technical team + Aminullah from operation member who is present =
here all the time.

After discussion we came up by following agreement with all team =
members.

Before receiving the performance analysis  from you our HMIS/ME officer =
discussed the issue last week and we decided to visit HFs according to =
our made plan but for 3 days it was so dangerous to go to HFs for staff =
and most of the ways were closed to pass.

Today a monitor came from MOPH to visit MHT in Naw Abad Qahwakhan but =
due to clashes they run away and came back to office=20

Kunduz is still military situation now I wish that it change otherwise =
the project implementation is challengeable like yesterday we drove =
inside the city that we were only NGO moving inside the risk is so high.

We understand what do you mean but secure situation is quiet important =
for implementation and the active vehicles the same  mostly the vehicles =
are not active and ready enough as you know better which on =
performances.

There are some emergency tasks created here and make busy and change the =
plan.

By the way we try what can we do for BPHS good performance here in =
longer life.

Note: Today I received a call from Dr.Hafizullah pharmacy officer of HQ =
as well advices from HQ doing qualitative supervision  and being present =
next week at office and controlling HF to provide health services to =
community.

Off course I am agree and shared in the weekly staff meeting as well.=20

target in most of the indicators , which is very bad news for all of us =
( Main and Provincial) offices.=20

The performance analysis is attached to you, please kindly find it and =
review it and share your thought for the improvement and avoid any gaps. =

This performance will be definitely effect on the staff salary and even =
job security both main and provincial offices.  P4P concept is not the  =
concept of sleep , it is the concept  of 24  hours involve with =
indicators in HFs. Please invite your staff all of them today and tell =
us your final decision, otherwise main office is  oblige to take the =
decision.=20

I only need and want reaching to target and internal verification , all =
other issues are not priority. Most of the program supervisors are not =
doing effective supervisions and if it goes like this what will be our =
fade?

And I am much serious regarding this issue and I will take proper =
decision on technical team here in Kabul, their monitoring and missions =
are not acceptable and not effective for me at all, because I am the =
responsible for the health program and responding JACK leadership.=20

And I do not accept the following to hear from supervisors and operation =
team.

1.       Insecurity=20

2.       Low salary=20

3.       Vehicles

4.       And ..etc

Flexibility in this regard is not acceptable and please do not accept =
you  too.=20

Finally I want the following at all;

1.       Reach to target

2.       Internal verification=20

Dramatic change is highly needed to be seen next weeks and month.  =20

as today technical went 3 HFs and implemented =

morning while I passing the road all previous armed people were stood up =
along the road and there were many check points but I tried first the =
road then called Khan Abad DH staff to go there and I told everyone that =
the road open with high risk. The main road from Kunduz to Khan Abad is =
completely closed.<o:p></o:p>Totally the situation in Kunduz is worse as our =
staff including Dr Majeed Hassan in Ramazani HFs faced bad situation as =
all clients ran over from HFs.<o:p></o:p><o:p>&nbsp;</o:p>By the way we try in =
insecure area to provide health services for needy people and manage =

performance analysis &nbsp;from you our HMIS/ME officer discussed the =
issue last week and we decided to visit HFs according to our made plan =
but for 3 days it was so dangerous to go to HFs for staff and most of =
the ways were closed to pass.<o:p></o:p>Today a monitor came =
from MOPH to visit MHT in Naw Abad Qahwakhan but due to clashes they run =
away and came back to office <o:p></o:p>Kunduz is still military =
situation now I wish that it change otherwise the project implementation =
is challengeable like yesterday we drove inside the city that we were =
only NGO moving inside the risk is so high.<o:p></o:p>We understand what do =
you mean but secure situation is quiet important for implementation and =
the active vehicles the same &nbsp;mostly the vehicles are not active =
and ready enough as you know better which on =
performances.<o:p></o:p>There are some emergency tasks created here and =
make busy and change the plan.<o:p></o:p>By the way we try what =
can we do for BPHS good performance here in longer =
life.<o:p></o:p>Note: Today I received a call from Dr.Hafizullah =
pharmacy officer of HQ as well advices from HQ doing qualitative =
supervision &nbsp;and being present next week at office and controlling =
